US Initiative for Internet Gaming Regulation in secure and taxed way. WTO, recent Agreements with EU were a strong trend. Perhaps regulation will coming after the Bush Era.

My understanding is that the Democrats have a much better record with the gaming industry in general so you may be right about a post-Bush regulatory push for online gaming.
I would guess the complexity lies in how the cross-state tax on gambling winnings would work. Surely they would need a framework for tax reciprocity on gambling revenues.
